On March 31, Zhejiang Province officially launched and released the government and enterprise digital applications of its work safety hazard identification and governance system, along with the "Zheli An" Digital Toolbox 1.0. This marks the first digital outcome targeting both government and enterprises since the State Council Safety Committee Office approved Zhejiang’s pilot program for building a hazard identification and governance system in September 2025.
Collaborative Progress on Safety Digitalization
Yang Shengjie, Deputy Director of Zhejiang Provincial Safety Commission, Director of the Provincial Safety Committee Office, and Director of the Emergency Management Department, attended the launch event. Ma Lijun, Vice President of DingTalk, introduced the positioning and future roadmap of "Zheli An" within the DingTalk ecosystem, and announced that "Zheli An" will be integrated into Wukong—the AI-native enterprise work platform developed by DingTalk—providing every enterprise with a 24/7 AI-powered safety manager.
Overcoming Three Key Challenges in Safety Management
Hazard identification and remediation is a core and foundational component of work safety management. However, it has long faced three persistent challenges: gaps in implementing corporate responsibilities ("temperature difference"), disparities in regulatory expertise ("capability gap"), and delays in information transmission between government and enterprises ("time lag"). After the State Council Safety Committee issued guidelines in 2024 promoting internal reporting reward mechanisms for accident risks, regions across China began actively exploring ways to motivate frontline employees to proactively identify and report hazards. Practical experience shows that people are key to effective inspections, while tools are essential for improving quality and efficiency.
Against this backdrop, led by the Zhejiang Provincial Safety Committee Office, a technical team was formed involving DingTalk, Fujia Technology, Tuxun Technology, China National Materials (Wuchan Zhongda Group), and Zhejiang Safety Science & Technology Company. Following the principle of “policy guidance and market-driven development,” they initiated the construction of a modern hazard identification and governance system.
Features of the "Zheli An" Digital Toolbox 1.0
The newly launched "Zheli An" Digital Toolbox 1.0 serves as the core carrier and driving engine of the hazard identification and governance system. Built primarily on the DingTalk platform, it deeply integrates digital technologies such as AI and AR to create a comprehensive functional matrix covering both enterprise management and government oversight.
On the enterprise side, the "An Dun" series focuses on foundational safety management tasks, enabling intelligent generation of four-color risk maps, offering AI-powered safety training courses, and assisting in emergency response plan drafting. The "An Xun" series targets core hazard inspection scenarios, supporting standardized checklist-based inspections, AI-powered image and video recognition, and AR-assisted identification in high-risk operations such as spraying tasks. The "An Tong" series monitors dynamic risks by establishing a three-dimensional sensing and early warning network. Shared by both government and enterprises, the "An An Assistant" functions as an AI Q&A system in the field of work safety, combining general large language models with vertical safety-specific models to instantly query regulations and resolve compliance issues.
In terms of standards, "Zheli An" has established a "1+X+N" checklist-based inspection standard system covering eight major sectors—including industrial and mining, fire safety, hazardous chemicals, and construction—and five critical elements: personnel, machinery, materials, environment, and management—providing unified, standardized guidance for hazard identification.
Bridging the Last Mile of Government-Enterprise Collaboration
The integration of "Zheli An" with DingTalk goes beyond simple tool stacking. Through DingTalk's "Shu Zheng Tong" (Digital Government Connect) platform, Zhejiang has established a unified organizational and user system linking government and enterprises. Policy notices, alerts, and supervisory tasks can now be precisely delivered to enterprise leaders and safety officers. Enterprises can receive, respond to, and complete all processes directly within DingTalk without logging into multiple systems.
"The deep integration between 'Zheli An' and DingTalk fundamentally establishes a new paradigm of intelligent, collaborative safety management between government and enterprises," said Ma Lijun.
He explained that through DingTalk’s "Shu Zheng Tong," Zhejiang has bridged the final gap in government-enterprise coordination, creating an integrated work platform and system connecting both sides—enabling regulators and businesses to communicate on the same platform and operate within the same framework.
Future Plan: Integration with the Wukong AI Platform
Regarding future plans, Ma revealed that the next step is to connect "Zheli An" with DingTalk’s Wukong—an enterprise-level AI-native work platform launched globally by Alibaba.
"We plan to assign each enterprise its own dedicated Wukong AI agent, which will serve as a 24/7 intelligent risk manager, compliance advisor, task assistant, and analytical consultant."
He added that Wukong can analyze enterprise risk data and hazard records in real time, proactively alert users to current issues and provide control recommendations. It can also automatically generate safety tasks based on checklists and send reminders for overdue tasks—ensuring that enterprise safety management is "comprehensive and seamless."
DingTalk currently serves over 27 million organizations. "Every company already using DingTalk won’t need to install any additional apps—just search for 'Zheli An' to enable it with one click," Ma said, noting that this extensive reach will provide crucial infrastructure support for scaling "Zheli An" across Zhejiang and eventually nationwide.
Pilot Experience and Industry Outlook
Liangzhu Subdistrict in Yuhang District, as an early pilot unit, shared its trial experience at the launch event.
Industry experts pointed out that the release of "Zheli An" represents a significant step toward transforming work safety management from "post-incident remediation" to "pre-emptive prevention." As AI technology becomes more deeply integrated into safety production scenarios, the entire chain of "identifying, recognizing, and reporting hazards" is shifting from reliance on human experience to a new paradigm of human-machine collaboration.
