On November 25, the Zhejiang Human Resources Service Association and DingTalk jointly launched the "AI Application Engineer" learning, examination, and certification system, and initiated the "Million AI Application Engineers Training Program." This program aims to integrate resources from both parties to build a full-chain talent development system covering AI technology training, practical application, and employment services, providing solid AI talent support for enterprises across Zhejiang Province and the entire country.
Government and Enterprises Join Forces to Advance AI Talent Development
Yuan Zhongwei, President of the Zhejiang Human Resources Service Association; Le Tian, Director of the Vocational Capacity Building Division of the Zhejiang Provincial Department of Human Resources and Social Security; Tong Tiejiang, Director of the Vocational Capacity Building Division of the Hangzhou Municipal Bureau of Human Resources and Social Security; He Jinxiang, Deputy Director of the Hangzhou Employment Management Service Center; Yuan Zhaoyang, Director of the Public Affairs Division; Shen Fangming, Deputy Director of the Yuhang District Bureau of Human Resources and Social Security, attended the launch event and witnessed the ceremony.
Yuan Zhongwei stated that with the rapid advancement of AI technology, enterprises are increasingly in need of AI professionals, requiring coordinated efforts between the training industry and education sector. He emphasized that training in AI application capabilities is crucial, particularly focusing on the development and application of AI Agents (intelligent agents). DingTalk has significantly lowered the barrier to AI adoption, enabling employees without IT backgrounds to become AI application talents through hands-on training, thus deeply integrating AI technology into various business scenarios.
Building a Certification System Combining Theory and Practice
Zhu Hong, CTO of DingTalk, pointed out that by 2025, China's AI talent gap is expected to reach 5 million, especially prominent in sectors like healthcare and manufacturing, where the phenomenon of "talent scarcity" is acute. Enterprises urgently need compound talents capable of integrating AI with business operations. Leveraging Alibaba’s full-stack AI capabilities, DingTalk integrates multiple AI tools onto its platform as teaching resources, helping talents grow through real-world scenarios.
Zhu Hong revealed that DingTalk has collaborated with JinFeng Cloud, Tongyi Lab, and other institutions to develop a "theory + practice" curriculum system, aiming to train one million AI application engineers within three years and promote high-quality employment in the AI era.
The "AI Application Engineer" learning, examination, and certification system consists of three levels—primary, intermediate, and advanced—offering systematic AI training for employees across all corporate functions including production, sales, procurement, R&D, HR, finance, and legal. Individuals can quickly master AI application skills through study, evolving into composite talents who "understand business, are proficient in AI, and can deliver results."
Establishing Enterprise-Level AI Talent Standards
Wu Lei, Vice President of the DingTalk AI Consulting Institute, believes every enterprise should have at least one AI application engineer. These talents will take on core responsibilities in building AI applications, skillfully utilizing natural language programming and diverse AI capabilities to drive intelligent office collaboration and business processes.
This certification system was co-developed by DingTalk and the association, focusing on real business scenarios and setting certification tracks based on job requirements, helping enterprises and employees efficiently meet AI competency standards.
Redefining Organizational and Talent Capabilities
Zhai Xiaozhi, Deputy Director of the Alibaba Cloud Research Center, noted that AI will give rise to "super individuals" and "super organizations," requiring enterprises to restructure organizational competitiveness and employee capabilities. Future talent development should focus on freeing people from repetitive tasks and enhancing creativity, imagination, and cross-domain thinking. Enterprises should treat AI as a strategic tool, building new skill systems for all employees needed in the AI era, driving organizations toward human-machine collaborative models.
Meng Jiafeng, Dean of the PKU Peiwen International Education Institute, introduced the concept of a "liquid organization," arguing that AI will optimize inefficient processes in traditional hierarchical structures, improve talent matching and response efficiency, and push organizations toward more flexible, data-driven structures.
Ecological Partners and Corporate Case Studies
Hangzhou Tian Sheng Bu Fan Education Technology Co., Ltd., a key partner of DingTalk, has served over 5,300 growing enterprises, with nearly 10,000 trainees. Centered on enterprise management, it uses AI to achieve visualization, traceability, and controllability in strategic execution. CEO Gao Min said the AI Application Engineer certification provides executives and employees with a systematic learning path and also drives the transformation and upgrading of training institutions themselves. With support from DingTalk in curriculum, instructors, case studies, and ecosystem development, a sustainable new ToB service model has been established.
Xianle Health, a global leader in nutrition and health food research, development, and manufacturing, is actively advancing employee AI skill enhancement. Digital Director Zhai Jingqing introduced that since March this year, the company has partnered with DingTalk to launch the "Digital Intelligence Pioneer" training program, selecting nearly 100 backbone employees to master AI application skills first and exert AI influence within teams, encouraging all staff to unlock AI value on the DingTalk platform.
Success Stories of Individual Transformation
Lai Yunfei, a 2025 graduate of Xi’an University of Architecture and Technology, originally planned to enter the architectural design industry. However, amid industry downturns, he successfully transitioned into a product manager at Shouke AI by self-studying AI knowledge and completing the DingTalk AI Application Engineer certification. He mastered practical skills such as Agent construction and workflow design, leading the company's AI coaching product upgrade to version 2.0, significantly improving customer efficiency. He said that in the AI era, cross-disciplinary and cross-industry transitions have become possible. College students should proactively master AI tools and seek development opportunities in emerging blue-ocean fields.
